I have an old PowerBook G3 (bronze keyboard) running System 9.1. I've

The modem in your Powerbook will definitely not be able to handle
Broadband, so you'll need to get either an ADSL modem or a router. The
router is better, but if you aren't planning ever to network your PB to
any other local device, such as another computer, or to upgrade your OS
at a later time, then a modem should work okay. But if you can, get a
router.
