How to configure Outlook Express on Mac OS 9.2

I've set up Control Panel | Remote Access to make a dial-up connection. It
connects fine.
I've set up Control Panel | Internet with email details (name, POP
user/password, POP/SMTP server addresses) and default home web page.
Internet Explorer can browse the web and defaults to the configured home
page. If a dial-up session isn't active, it dials one. Perfect!
But I cannot get Outlook Express to work. I've set up its Tools | Accounts
with the email details (name, POP user/password, POP/SMTP server addresses)
and confirmed that these are correct.
But whenever I do a Send/Receive, I get "The specified server could not be
found: Error -3170".
Is there a facility in Mac for "pinging" a server to make sure it's
accessible - like the Command Mode "ping" command in Windows?
Is it significant that when I open the Control Panel | TCP screen, it
displays IP address but shows Subnet and Router as "<not available>"? TCP is
configured "Using PPP Server", as in the ISP's instructions.
Any help will be gratefully received!
