Excel will do this if you make the chart type "XY (Scatter)".
I can't get it to put the line in. If there's no data for a month, it leaves a break in the line. What am I missing?

Sorry, yes, you're right. I hadn't appreciated the bit about the line being broken. I don't see any way around this in Excel so you may have to use a proper graphing package.
