You open the "Monitors" control panel, and drag the icons of the displays
around the way you want them: above, below, left, right. You drag the
menubar over to whichever monitor you want as the main display, and drag the
"happy Mac" icon over to whichever want you want as the startup display.
Although they would usually be the same, in some setups (eg for development)
it's kinda handy to have Macsbug come up on a monitor other than your main
display.
