That isn't an error because someone built an error with microsoft stuff,
it is an error that the database was overloaded or non functional, and
they didn't handle the error properly.

It is the same error as the mysql timeout error in the php sites. I am
sure it is just a transient error.

The application that built it was probably microsoft visual studio, so
yes, probably the best development enviroment you can get (although I
have never tried it for ASP - I don't do that). However, a good
development enviroment doesn't force you to write good code!
