Mail won't download messages on one account

Odd problem this. Mail 1.3.11 running on an 867 MHz TiBook OS 10.3.9.
I have two Pipex mail accounts (POP) with identical settings. One
works fine, the other fails to download new messages (acts as if there
were no new mail). Of course, by Sod's law the account which fails is
the one I receive most of my mail on.

I've tried deleting the offending account and reinstalling it, to no
avail. I'm reluctant to delete all preferences, since my spam filter
has been well trained over a couple of years and works so well that I
don't even bother to look at the spam now.

I've set up a new copy of mail with identical settings on a different
computer, and that works fine, so I know it's not a problem with the
server. Unfortunately, that machine is at the far end of the house in
a freezing cold room. At the moment I'm using VLC to connect to it and
collect my mail, but it's a pain in the arse, especially as I can't yet
rely on the spam filter.

Anybody got a useful suggestion here?
