Make sure the text object is selected and go to the wrap inspector
select either "moves with text" or "fixed on the page". I find "moves
with the text" is always more trouble than it's worth but that seems to
be the default. I think "fixed on the page" might be what you need. On
the other hand I might have the wrong end of the stick completely.
