They can here. A folder of playlists (maybe only smart playlists,
haven't tried plain ones) can be referred to as a playlist, so (from
memory, I'm not on my iBook) I have a folder of smart playlists called
"iPod selectors". These grab bunches of music that can go on my iPod.
Then I have a smart folder called "recently played" which ends up on
the iPod itself; this is a "match all" query where last played is in
the last 3 weeks and playlist is iPod selectors. It works.
Actually, the above is a lie. It does work, but teh actual setup is a
lot more complex than that. I'm fastidiously anal, sorry.

They work here. Check your "playlist" selector in the Smart Playlists
dialog.
