Not all external drives are bootable. For 10.4 (Tiger) until 10.4.2 most
couldn't clone the system due to changes, changes in 10.4.2 allow Carbon
Copy Cloner and others to clone 10.4.
You may also need to bless the system on the external HD, there is the
instructions on this on <http://www.bombich.com/> look under the
recovering from a blinking ? mark section and look at the command that
goes sudo bless -folder /System/Library...... ignore the Open Firmware
section.
