Telephone cables and modem cables are wired differently.

I've tried 3 or 4 different cables - two off old modems - so I don't think that's the problem - but I will get a known good cable and try that.

It was the cable. I got hold of a known good one and all works ok. Many thanks to everyone for the help and advice.
