acer aspire 1362

Hi,can anyone suggest anything for the following problem?

When I turn the laptop on I am not able to get into windows.occaisionly I
can get into the system setup mode and have tried resetting the
defaults.Then the windows loading screen appears,and the screen go's
blank,then stays that way.I am usually unable to switch off with the switch
off button so must unplug .Have tried setting the cd rom as default with
system cd in but have the same problems.
