flash drive help

What causes a flash drive to refuse to disconnect? After clicking on the
icon, and requesting a stop on the drive, the system (win2000) reports
that the stick can be safely removed but the light doesn't go out. After
the stick is pulled, I get the message that it wasn't stopped. Flash drive
format is fat32, win2000 is ntfs. What's going on?

Thanks,

Ed.
