The RPM Package Manager looks after .rpm files and their installation.
The Debian Package Manager (dpkg) looks after .deb files and their
installation.
Apt is merely a convenient and powerful command-line front-end for dpkg.
Apt can do a lot more thought as apt can also go get the package for
you while dpkg needs you to provide it locally to it. Aptitude is a
graphical alternative to apt that is also console based, and finally
Synaptic is a *very* popular GTK front-end for apt.
Most casual Debian users will probably use Synaptic and Aptitude
exclusively.
Both rpm and dpkg approaches to package management are Linux Standard
Base (LSB) compliant, and having a choice about something is a very
welcome thing indeed.
Personally I prefer dpkg over rpm, and I prefer rpm over MS Windows
registry 'solution' for managing a machines software.
