Of course. Only one machine can have an ip address at any one time. IP
addresses MUST be unique. That is how your machine knowns who to send it
to.
Set up openvpn to have two different addresses for the two machines. If you
use the simply peer to peer procedure you also have to assign different
ports as well. So, as the doctor said to the patient who complained about
getting a headache when he hit his head against the wall "Stop hitting your
head against the wall". Stop giving both the same IP.
Try giving the keys different names.
