They probably use the MAC number of the NIC on the internet side of the router.
That, in itself, doesn't prevent other modem/routers being used. I used both a safecom and zyxel with the correct username and password to check and to get line characteristics readings from all three (having noted details before changeover). As expected, the Zyxel and Netgear are almost the same (0.1dB different) and both are 6dB better on S/N than the safecom :-)
