Can't connect to Usenet before 10:30pm

I can't connect to Usenet before 10:30 pm or thereabouts.
Anyone got any idea of what the hell is going on?

Before $LATE, I just can't connect. I've tried changing my newsreader
(usually pan), my server (usually news.individual.net, but my ISP
(Tiscali) doesn't work either), and even my OS (usually SuSE 10, but
Win'98 didn't work either. Didn't try Win'XP), but nothing works.
After $LATE, I can just click and connect.
I can connect to wwwebsites at any time of day, no bother. ADSL
connection.
This has been going on for at least a week.
