NFS is the standard file sharing protocol, but it's not normally used
for large data transfers. It's not too bad with the maximum packet
sizes and you shouldn't be seeing this dreadful performance.

This suggests you don't have the FTP daemon running so your FTP client
has nothing to connect to. I don't know either of your distros well
(certainly not all the graphical front end stuff) so can't tell you
exactly how to do this.
