Re: "Archive" feature on Outlook 2007 doesn't move old email

A customer wants to use the Archive feature (File | Archive) of
Outlook 2007 to move all email older than a certain date from folder
in his personal PST (eg outlook.pst) to his archive PST (eg
archive.pst).
When I tried it, I highlighted "Inbox" in Personal, did File |
Archive and selected "This folder and all subfolders". I set the
cutoff date to some time in December 2007. I got status messages
saying that it was processing each subfolder below Inbox, but all
that happened was that corresponding *empty* folders were created
below Inbox in the Archive PST - no emails, even those older than the
cutoff date, were moved across.
Is there something extremely obvious that I am forgetting to do?

Does the properties for the folder say do not Arhive the folder?
