Character Map either doesn't have some of the symbols or puts the
wrong symbol into Eudora or WordPad etc.

In programs like "Word" you can use Symbol font which has Greek
characters;
Egs Q = ?
P = ?

Don't use Word.

Alternatively use a Unicode font such as the standard Palatino Linotype
to get things like;
????? ????? ??? ????????? ???????
?????????, ? ????? ??????? ????? ?????,
?????? ?? ???????? ????? ???? ????????
?????,

All your examples above are showing as question marks.
(This is in Agent).

Unfortunately Eudora doesn't support Unicode.

There's also Alt + NumPad which will probably have them somewhere.

That's what I have been using for French and German accented letters,
but unfortunately I can't find the code for (e.g.) omega, and if I use
the ANSI code it produces the wrong character.
