Yes:
C:\Documents and Settings\<user>\Local Settings\Application Data\Identities\<identity>\Microsoft\Outlook Express
Local Settings is a hidden folder, so you'll need to go into My Computer and then Tools | Folder Options | View, and turn on Show Hidden Files and turn off Hid Protected OS files.
The address book is in
C:\Documents and Settings\<user>\Application Data\Microsoft\Address Book
I'm not sure why the OE files and the address book are not in folders with more similar paths.

I have all the above info written down on a piece of paper somewhere, but as I have just started to reorganize it all, my son comes up with the question of where is it? Hence my question on here.
