Slow machine

Hi,
I've been trying to sort out my brother's computer for the last two
days and have run out of ideas and so I wonder if anyone could suggest
something.
It has a basic setup - 1.2GHz Athlon processor, 256MB memory, 30GB
HDD but it takes forever to load the any applications. Once they are
in however, it runs reasonably well. I have done all the usual checks
on the HDD, BIOS and memory, run a virus check and set the swap file
size correctly. The HDD LED is illuminated most of the time but there
is no sound of thrashing from the drive. I'm beginning to think that
the HDD is the culprit although CHKDSK doesn't show any problems. As
yet I haven't tried to reload XP as I ran out of time.
