You're missing the point -- you can *BE* an OEM. If you build a PC from parts,
either for yourself or to sell to a third party, then *YOU* are the OEM. MS
have to ensure that you can legally get a copy of Windows to install on it
somehow, or else you might run linux!
You can but on-off OEM copies of Windows from any of the usual suspects, but
you have to buy a qualifying bit of hardware at the same time.

Yup. Exactly.
... if you've ever used Microsoft's support directly, you'll realise that
it is excellent and far superior to the support provided by OEMs.
I've never had to use MS's support for an Operating System. What little support
they offer for most other things is either free and terrible or very expensive
and mediocre.
