There's no "Open with" option in the menu.
You could try approaching it from the file side.
From Windows Explorer open Tools/Folder options/File types
browse down to JPEG (for instance) highlight that and use the
'change' button to pull up a list of programs. You may be able to
change specific file extensions that way if all else fails.
These instructions are valid for XP as I don't have a 98 box any
more. I'm sure they're fundamentally the same for 98 although it's a
long time since I've used it..
On all the versions of Windows I've used (excluding Win3.1x), if you
hold down shift while you right click a file you can get an "open
with" option. On XP you get a submenu and on the 9x versions you get
a box which includes an option to "always use this program to open
this type of file" (the exact wording might be different). I haven't
used Vista but I imagine it's much the same.
On Win3.1x you'd do it by going to the file manager, File/Associate
menu and then entering the file extension in the top box and picking
what you want to open it with from the list below. Does anyone still
use Win3.1 these days?

Thanks Marcus, and Groooooooooove. That's two things to try when I'm next
there.
