If I switch it off at the wall after shutting down, as soon as I switch the plug on it bursts into life and boots up and I haven't even gone near the "on'" button.

I suppose it may have a dodgy power supply but try:

Re-boot it and press whatever key gets you into the BIOS (Del, F1, F2 whatever). On one of the pages (possibly power management) there will be some 'Wake On' events. Have a look through them and see if any are on - 'Wake on Lan' is a common culprit if your machine is on a Lan.

There was a report in here a while back of a PC that arrived with a 'Wake on Timer' event set so it kept waking up at a specific time of day.
