Recommendation for non-Norton Parental Control software for W2K

My sister has a PC with Win2K that my nephew uses. She wants to connect it
onto her network, but before she does that she wants to install some sort of
parental control software to prevent him accidentally (or deliberately!)
accessing dodgy sites.

Given that the PC has only 256 MB of RAM, and that extra RAM may be
prohibitively expensive if it is an out-of-date type, Norton Internet
Security 2007 is probably inadvisable: if Norton say that a minimum of 256
MB is needed for NIS2007, I'd say that the realistic minimum is 512 MB!

I'll install free AVG and free ZoneAlarm, but what parental control software
would people recommend?
