Monitor Black Level

How do modern CRT monitors control their RGB black-levels? They don't
appear to have adjusters inside these days so perhaps they're set up
with internal software by the manufacturers. I have an Iiyama Vision
Master Pro 410. When I increase its brightness till I can just see the
black level it's dark blue. My ATI video card can adjust the colour of
mid-tones but leaves the blue black level untouched. If I reduce the
brightness till no blue can be seen, dark grey tones are too dark.
Suggestions anyone?
