At a guess: he installed these programs directly from the web. When he did
so he used "Open" rather than "Save as" so the *installer* for each app was
saved in "Temporary Internet Files" and run ... in running it installed the
application to "Program files", so the apps are properly installed and are
not temporary.
If he'd used "Save" he'd have got permanent copies of the installers on his
hard disk, and would have had to run them explicitly to install the apps.
Having a permanent copy would have made it easier to install the apps on
several PCs at once, though, and he'd have been able to make backups for
later reinstallation on a new disk/PC if necessary.
