Corrupt fonts can sometimes cause problems like these. What happens when he
tries to view the fonts in Character Map? The main font used by the UI is
Tahoma, but also check System, MS Serif, MS Sans Serif, Trebuchet, Fixedsys,
Marlett, Courier and Roman.

Marlett is used by the "classic" theme to draw window buttons and you can
get some strange effects if it gets corrupted. Seee

(this is Win95 but might provide background information)

Most of the others are fairly old fonts that have been around since at least
Win3.1 but they do sometimes get used for system purposes. It would be
useful to have a screenshot of one of these dialog boxes to understand
better what the problem is. Probably easiest to do it through something like

Also, what happens if he changes the settings and then changes them back?
