Of course it could be the MB but they are pretty solid generally so
you'd reallyt have to be unlucky for it to be that (it happens
though, have a look at it, if you see any condensers/capacitors on
the board that have rounded tops instead of flat as they should, you
may well be in trouble). In your situation I'd first try a failsafe
boot and if that is no good, a boot with as much as possible
unplugged, that is, boot with just your primary disk and graphics
card left in, everything else unplugged, CD readers, USB cards,
secondary disks etc. I've never come across a light flickering
scenario personally and it
suggests (though only suggests) bad connections (make and break) so
you might also like to check that everything is well plugged in.

It wont even get to post so i cant boot on anything. all the fans are
moving and none of the capacitors seem to be blown. what symptoms
would a blown cpu give?

Alas similar ones to those you notice I'm afraid, ie power connections
OK but otherwise nothing. That does not mean that the proc has blown
though. Perhaps try resetting the BIOS either by moving a dedicated
jumper or just removiong the battery for a while to let it go back to
factory settings. Perhaps too remove and then reseat the processor
itself. Good luck
