Sounds more than likely.

Only one of the drives in my computer is dual layer. I forget, can older drives handle dual layer, without being able to write to them?

Single layer DVDs hold ~4.7 GB whereas dual layer
ones hold ~8.5 GB. Writing to a DL DVD requires a drive that supports them.
These currently go for about £25 upwards but the disks are pretty expensive.
