My public library computers have 'DVD-ROM' printed on them. 1. Can I
use this drive(slot) to recordmy .AVI movie files on a DVD+R blank
disc?. 2.If not, can I use it's 'CD-ROM' slot to record on a DVD+R

No to both. You need a CD-rewriter.
BTW, if your library's anything like ours, then the CD-ROM won't even read CD's.
