Graphics Card makes difference to DVD playback quality?

"The better your graphics card, the better your DVD movies will appear when
you play them back on your PC" says the blurb in the new (free) magazine
that PC World give away.
Is this true? I can't say, from the many PC's I have seen and/or owned, that
I have ever noticed this is the case?
DVD's seemed as watchable on my ATI All-In-Wonder 16Mb card four years ago
as they do on my ATI Radeon 9800 today.
Of course, I read this on the day that the PC World salesman tried to
convince me that the 7Mp camera he was selling gave a "far superior
resolution and picture quality than any film camera could ever hope to give"
so I take much of what they say with a pinch of salt..
