Yes a CRT monitor consumes far more, we're talking 5 watts to 90 here.
The monitor is the biggest consumer of electricity on a PC as far as I
know (CRT that is), and should be switched off whenever it isn't needed.
Remember that standby eats a bit too, as does the PC even when it's
'off' but controlled by ACPI. The only way they are really off is if you
unplug them.
