Installing Norton Internet Security 2004 hangs computer on reboot

A customer asked me to install Norton Internet Security 2004 on his XP Home
SP1 laptop. I've done this many times on various operating systems and never
had a problem but this one was different.
I stopped all other apps/windows, as requested. There was no AV/firewall
software already installed.
The installation proceded as normal and wanted a reboot. However the PC
froze at the scrolling green bar on the Windows logo (immediately after the
BIOS messages). There was no disk activity. I left the PC for 5 minutes and
it never progressed any further.
I was able to boot into safe mode but was not allowed to uninstall NIS from
safe mode (message along the lines of "you must not be in safe mode when you
uninstall NIS").
Thankfully I was able to restore from a system restore point just prior to
the installation. And then everything worked fine. I repeated the
installation and again everything went wrong in the same way.
I'm intrigued to know what could have gone wrong. The customer is getting PC
World to do a clean reinstallation - it's covered by a warranty so it was
better to claim on this than pay me to do the job - so I'll never get to the
bottom of it on this PC, but I'd like to know for the future.
