I've had similar problems in the past when using an invalid refresh rate on a bad screen size.
The following assumes that you (and she) don't know how to change resolution and refresh.
1) Get your daughter to wind the resolution and refresh rate down to
800x600 @ 60MHz (i.e. Safe mode settings).
[right click on blank screen, select Properties, Settings tab then Screen
resolution to get it down to 800x600, then on the same screen click on
Advanced button, Monitor and pick the 60Hertz setting] See if that cures the problem.
2) Then she can wind up the resolution to the screens native resolution if
it's a TFT or to suitable resolution if it's a CRT and if all is still well
then making sure that the 'Hide modes that this monitor cannot display' is
checked, increment the refresh up to something that doesn't flicker (say
80MHz) a step at a time, testing between each change.
As it sounds like a new monitor, it should have an installation disk with it, so the Windows can recognise the monitor and know the modes that the monitor can support. This will probably be best installed after step 1) above.
