MSIEXEC.EXE in Windows XP Home

I am unable to install the Java runtime system because:

"Windows Installer Service Could Not Be Accessed" Error Message.

I have carried out most of the suggestions found on the internet,
but in the end come up against the error message that the file is
inaccessible or access to it is denied. Thus it cannot be
registered (or deregistered).

Any ideas?
