Try running IPCONFIG /ALL in a command window. What is the default
gateway? Are there DNS servers there, and can you ping them? You might
like to post the results:

Am able to ping my own IP and the default gateway. I cannot ping the DNS or
WINS servers (request timed out)

Try changing the DNS servers to the OpenDNS ones. I did as I always
found 3's to be slow.
