Mostly they do (or 'did') .. with a little help from software (my 8800 GT uses Asus smartdoctor and spins down the fans in user controllable fashion based on memory and GPU temps).

Spun down it is inaudible over the other system fans in 2D use, but in 3D you need a game with some background music to drown it out (well, OK, the CPU cooler spins up too, as do the case fans - isn't speedfan wonderful. 8>.)

It still has a fan and it still makes SOME noise though .. doesn't bother me, but might bother you. You =can= play games with a 7600GS you know, though you may have to turn a few settings down to 'low res', and not play on 1920*1200 widescreen monitors. After all, a 7600GS was much more graphics card than the world had seen up to a few years back .. just play OLDER games (which tend to have better gameplay and less graphics twiddles).
