Is this upgrade worth it?

I have an old pc partially souped-up (doubled the RAM, much bigger
hard drive, added a PCI graphics card with 256 mb RAM). It has a
Celeron 1.3 ghz processor in 'socket 370'. On Ebay right now there
are several Pentium 3 1.4 ghz processors fitting socket 370 going for
less than a tenner. Only .1 ghz more, but double the cache. By
today's standards it might be splitting hairs but might I get smoother
results from e.g. websites with Flash videos on by making this
change? I have another, better computer, but I'm kind of curious as
to whether I can push this a bit further. It's running the Ubuntu
derivative Linux Mint, and quite well - only has bother with Flash-
busy pages.
At least one of the sellers has 100% feedback.

I'm fairly sure the flip hasn't been made for the current 133 mhz
Front Side Bus processor, from the default 100/60 mhz. Slightly
nervous of both jobs - yes, even flicking a switch! - but keen as I
want to build my first pc later in the year. Should changing that
setting make a difference?
