Yep, always worth discharging them with an insulated screwdriver even
if a bleeder resistor appears to be fitted!

In this case "a bleeder resistor" would be an apt description if it
does its job (bleed the HT charge away) and saves you from doing the
'bleeding' in its stead (both bodily fluids and electrical discharge
related consequences ;-)
