and in summary

Once or twice now it has presented me with the user login screen and
loaded a few items on the desktop, but no start button (or any bar at
all) at the bottom of the screen.

Not sure what I can do now.

Any suggestions gratefully received?

I clicked on the recycle bin icon and navigated to my pictures, and
none of my files or photos are there! That could cause a problem with
the committee!

When you pressed F8 to attempt safe mode did you try "last known good
config"?

If you can get to the desktop you can get in with safe mode. Try again and
if you do, use system restore under system tools on the all programs menu
and set it back to before the problem began.

If no use then come back here again
