Buy a Dell - and don't buy it from Dell! Have a look at the MCS (or Dell) refurbish list at <http://www.mcscom.co.uk>

Couple of days ago I got delivered a very clean, quiet Dell Dimension E520 for £130 (inc. VAT + delivery) containing the following.
- Intel Core 2 Duo 1.8GHz
- 1 GB memory
- 250GB SATA
- DVD-RW
- GeForce 7300LE 128MB
- Multiple slot memory card reader

Only required an OS (XP PRO off a Dell reinstallation CD - no activation required), and away it went!

What's the current 'base level' spec - I'm out of touch with today's specs..?

The above, maybe cutting back on the graphics card and the drive space (but both are cheap anyway).
