I know XP will allow you to replace the registry with the default
installation registry. This has a good chance of you getting the system up
and running:

The support article is for XP, and the second part is for using system
restore, something absent from w2k. The first part though might be able to
get you sorted.
You can access the recovery console by downloading the w2k boot up series of
floppys from MS, or if you have a spare xp cd, that should get you to the
recovery console also.
