I've tried other monitors and cables.
Were they all CRTs? DVI or VGA?
CRTs are quite vulnerable to low-frequency EMF interference. Anything
from nearby fluorescents to overhead power lines. Analogue signals are
also vulnerable to interference.
It's not the CPU.
This machine is normally connected to a CRT via VGA. It is currently in
another room, (my workshop) and connected to an LCD via VGA. I will try
the LCD via DVI in the morning.

Using DVI made no difference.
