When you say the icons flicker, can you tell whether the whole screen in
that area (IYSWIM) flickers, or if it looks as if the icons are being
redrawn against the background? It might be a good idea to try different
backgrounds to see if it's easier to tell. ISTM you've just about
eliminated all the hardware and it must be software. What about a Linux
Live CD?

It very much seems like the icons are being redrawn. I can sometimes close
an app to go back to the desktop, and the desktop icons redraw once or
twice.

I have tried a Linux live CD; I didn't see the effect, but then I don't see
it with all my Windows apps either.

I'm actually pondering the remote possibility that the XP CD I did both
installs from is corrupt. I have a backup copy, but obviously a reinstall
is the last resort.
