IME LCD TVs don't generally use much, if any, more power than same-size CRT TVs - power is broadly similar for large screens and typically less for small screens.
The power for a CRT has a large component proportional to the overall screen brightness at any given instant, while for an LCD display it's almost constant (excluding some more recent displays which AIUI try to improve dynamic range by changing the backlight brightness dynamically).
Computer displays probably show a lot more white than is typical on a TV picture. More white equals more power for a CRT, so a CRT being used for a computer display is likely to use more power than the same CRT being used for TV display, all else being equal.
Of course, all else is not equal: the higher scan rates might increase power consumption a little, and multisync design almost certainly does. Also, the shorter persistence phosphors typically used on CRT monitors could be less efficient.
