idle 2 to 8 watts load readings I see when checking typical desktop

You need to be using a wattmeter of some sort, preferably an analogue
one since those cheap digital units can be as much as -100/+200% in
error for loads less than 15 watts.
What's a DMM meter? I think the digital wattmeter from Maplin that I have
is pretty accurate, even with low loads like turned off computers and
power-saving lamps...
