That depends entirely on what "won't boot" means.

If it's an unmountable boot volume BSOD, just run chkdsk from BartPE.
Otherwise you'll probably need to kill services.

A great little programme called registry restore, it is present on mini-pe
boot cd, very simlar to bartpe, i presume it is on there as well, it
automates the manual replacement of the registry, the equivalent of running
scanreg /restore on a win98 machine.

To do it manualy boot with the bartpe cd, open explorer, go to
c:\windows\system32\config create a new folder and dump the sam security
software default and system files into the new folder.

Navigate to the system volume information folder on C: find the latest rp
folder, go to snapshot and copy over:

_REGISTRY_USER_.DEFAULT
_REGISTRY_MACHINE_SECURITY
_REGISTRY_MACHINE_SOFTWARE
_REGISTRY_MACHINE_SYSTEM
_REGISTRY_MACHINE_SAM

to the c:\windows\system32\config folder, paste and rename the files
Rename _REGISTRY_USER_.DEFAULT to DEFAULT
Rename _REGISTRY_MACHINE_SECURITY to SECURITY
Rename _REGISTRY_MACHINE_SOFTWARE to SOFTWARE
Rename _REGISTRY_MACHINE_SYSTEM to SYSTEM
Rename _REGISTRY_MACHINE_SAM to SAM

that has a pretty good chance of getting windows up and running for you....
