urlmon.dll is a legitimate Windows file. What about opening a command
window and running the System File Checker (it may need your XP CD in the
drive):

sfc /? will show help
sfc /scannow will go through and check and replace files where necessary.

That would be fine if he could boot! Without getting the hard drive
mounted on another Windows box and copying the file over, the only
other option is a repair install from the XP boot cd.

Tim, if you can get the drive into a position to copy the files
around, be a bit wary - I wouldn't be sure which of

c:\windows\system32\urlmon.dll
c:\windows\system32\dllcache\urlmon.dll

is the one being complained about. Make a backup copy of each, and
then replace one with the other - I'd try the cache one as the good
one first.

To make life more confusing, there may be more (older) copies spread
around, but ignore those.
