SafeSquid - Content Filtering Proxy for Linux, should suit your
requirement, if you are comfortable with Linux (you don't need to be
an expert). It allows you to distribute 'Profiled' Internet access.
You can download the product from the website. Installation takes less
than 2 minutes, and has a browser based GUI for easy management. You
can define IP based rules, or create usernames and passwords from the
interface, create user profiles, and define what is allowed to what
profile.
